The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Anything that isn't stated in the constitution is up to the states and the people to decide.

This is important to remember because it says that what is not stated is up to the citizens to decide.
